Lines visit a supposedly reformed thief, whose van was involved in a burglary. Ch. Supt. Brownlow, Ch. Insp. Conway and D.S. Greig attend a principles of policing meeting at the police college. Det. Supt. Meadows is also in attendance. Greig got the highest marks, and Brownlow thinks it was all a waste of money. W.P.C. Ackland and P.C. Hollis investigate the non-appearance of neighbours and find a woman bound and gagged in her bedroom. She was the victim of a burglary.
